Description:
Abstract:
A community council is a non-profit, self-governing, voluntary group of neighbors organized to have an affect on and be aware of community events in their area.
Purpose:
To provide a data layer for various mapping and analytical needs for use with other MOA GIS data sets. Data is stored and maintained as a feature data layer in SDE.
Supplemental_Information:
Anchorage's Community Councils were founded in 1976, shortly after the unification of the City of Anchorage and the Greater Anchorage Borough into the Municipality of Anchorage. The Federation of Community Councils was created by the independently operated community councils (that were recognized by the Municipal Assembly) to provide technical and support services to ensure that community councils in Anchorage lived up to expectations. Many sections in the Anchorage Municipal Code call for involvement of community councils. Councils are to receive notice of land use applications, Heritage Land Bank proposals, road development, tax foreclosure properties, liquor license applications and other matters.

Community Council boundaries are drawn along street centerlines or natural features, such as creeks. Boundary revisions occur as needed, not on a set schedule. The planning department or the community may initiate changes. In 2005, the update process took months with many community meetings and many revisions. The MOA Assembly adopts the final boundaries.
