Description:

Abstract:

This data layer is a represntation of the MOA parcel base and land use for the Anchorage Bowl and Chugiak/Eagle River Area. Chugiak/Eagle River timeframe was 2003-05 and Anchorage 2004-05. A land use code (primary for the parcel) has been attached to the parcel.

Purpose:

To provide a data layer for various mapping and analytical needs for use with other MOA GIS data sets. Data is stored and maintained as a feature data layer in SDE.

Supplemental_Information:

There may be more than 1 land use per lot. Only the primary one is coded in the attribute table. An access database holds all of the land uses on the lot (for Eagle River only, Anchorage does not have a multi record database, the primary code was coded on this dataset and other land uses on a parcel were not captured) and can be related by a unique identifier called SEQNUM. Codes indicating if the parcel has an associated use to an adjoining parcel, the number of residential units (if a residential code is the primary code), the total number of residential units, the community name, housing stock type and if a field check in the future is required is also indicated per parcel.

Test were done for things like non residential uses having housing units. Maps were made to check against aerial photography for things like vacant land. There could be coding errors (wrong land use) applied to the parcel. Data was checked against the assessor's file for vacant parcels.

Cannot check all land use errors. This is a guess at the accuracy of the coding.

Logical_Consistency_Report:

There may be inaccurate land use codes. Tests were done to look for impossible coding scenarios. The parcel base was a copy of the original parcel base, so there shouldn't be open polygons or missing labels.

Completeness_Report:

Eagle River has an access database that holds all land uses that exist on a lot. The Anchorage area only has the primary land use code on the parcel, the number of units in the primary land use code (if the primary code is residential), and the total number of residential units on the lot. The access database was not updated to reflect all land uses, only the coverage (now feature class) was coded with primary land use codes. This feature class has just the primary land use per each parcel coded.

Process_Description:

Eagle River Chugiak was updated in the Access database, so multiple land uses per parcel where captured in that database. The primary land use was moved to the coverage. In Anchorage the primary land use was recorded for each parcel, the multiple record Access database was not updated. The Eagle River area was completed in about 2004, Anchoarge had updates that went into 2005. Records where related to assessor's information to look for what was no longer vacant. Areail photography was also looked at.
